from editorial preferences to incomplete or inadequate articulation of

its mission. For many years, JHSEM has served as a barometer in the

fields of homeland security and emergency management. In fact, a

review of the articles published in JHSEM would allow one to gain

a quick understanding of the evolution of these fields over the course

of the past decade and the shift in focus as a reaction to actual events

(e.g., Hurricane Katrina, H1N1 influenza virus, the shoe bomber ter-

rorist plot, Hurricane Sandy, etc.).
