should never offer false hope.
Second, a referee may not have time to review a paper as thoroughly
and carefully as it deserves. But, wishing to stay in the good grace of
an editor, sends an abbreviated review, but asks for some more analysis
in order to buy some time. As I noted above, if a referee does not have
time for a review, he or she should not accept the request.
ird, a referee, especially inexperienced scholars, may love a paper,
but are embarrassed to return it to the editor without asking for addi-
tional work. e referee may feel the editor will not give credit for
having done a careful review if additional analysis is not demanded.
