You’re going to heavily blur a large area at the top of your image, and a large area near the bottom, leaving a thin area unaffected over one part of your image (as if you’re peeking though a large slit in the blurriness, which is what creates the effect). Get the Graduated Filter tool (M), from the toolbar beneath the Develop module’s Histogram panel, and double-click directly on the word “Effect” near the top left of the panel to reset all the sliders to zero.
