（不正アクセス行為の禁止等に関する法律）は
1999 年8月に成立、2000 年 2 月に施行された法律で、不正アクセス行為
を禁止し、処罰を定めただけでなく、不正アクセスを受ける立場にある管
理者に防御措置を求めています。一時と比べて同法の違反による検挙数は
減りましたが、ここ数年は増加傾向です（図7-13、図7-14）。
不正アクセス禁止法では、以下の行為を禁止しています。
2012 年3月には大きな改正が成立し、フィッシング詐欺などで不正に
IDやパスワードを取得することも規制の対象になりました。偽サイトを
開設するだけでも規制の対象になります。
不正アクセス禁止法では、以下のように国家機関による情報公開につい
ても定められています。
このため、警視庁サイバー犯罪対策プロジェクトのWebサイトには、
不正アクセスに関する情報や、サイバー空間をめぐる脅威について、さま
ざまな資料が公開されています。
