the machine goods sector, engineering industries, and so on. In 1997–98, though
the public sector units accounted for only 7.0% of the number of factories in the
country, they employed 32% of the productive capital. Only 56% of the productive
capital is employed by the private sector units, which account for 91% of the total
number of factories. The high share of the public sector is accounted for by the fact
that investment made in this sector is largely heavy and basic industries are highly
capital intensive.
