You create a new VM when you need a VM with a specific configuration and with a specific OS, and it is not already installed on your virtual infrastructure. When the VM is created from scratch, you are able to define the virtual hardware to use (CPU, RAM, hard disks). The default disk assigned to the VM can be removed adding a new one, selected from an existing disk or added as RDM.
