Some people use tandem when they mean parallel. Statements like "The advertising and public relations programs proceeded in tandem" are common. Usually, the speaker means the programs proceeded together. In tandem means one after the other; parallel means side by side. Rails on a train track are parallel, but the cars of the train are in tandem.
