Reported costs and progress for the project lacked transparency, and the
organization does not routinely prepare consolidated information on
departmental budgets and spending. e project’s budget was not linked
to milestones and deliverables— in fact, such linking is not a require-
ment under the United Nations (UN) system accounting standards. Data
required for the system are not available in a consistent or usable format
in UN legacy systems. Many departments have failed to assemble a local
information and communications technology (ICT) committee to help
determine the needs and issues this new system could address.
