When the Customs Service put forth the Modernization
Act in 1993, they increased the responsibility of all U.S. im-
porters. When the 9/11 incident occurred, it hastened and
enhanced Customs Service initiatives to make sure that im-
porters and all parties in the supply chain adhered to the
regulations laid out in 1993, as well as all the new rules, reg-
ulations, and programs put forth since that event.
Companies that managed their import operation as a
secondary concern in their business model had to quickly
prioritize import management to the forefront of their cor-
porate strategies and operational profile.
