of value on commercial documents prepared by the foreign
seller as the communication tool of valuation declaration,
without any U.S. validation process of the correctness of in-
formation before entry declaration submission to CBP. CBP
regulatory standards require an importer to be informed
about the proper principles of valuation to include dutiable
charges. Incorrect valuation determinations may lead to
fines and penalties against the importer of record.
