If a journaling mailbox becomes unavailable (note that you can have one or more journaling mailboxes), journal reports sent to it are rejected and resubmitted for delivery (they are never returned to the original sender for obvious reasons). If you don't want these to remain in the delivery queue, you can configure an alternate journal mailbox to receive the journal reports until the original journaling mailbox becomes available.
Journal reports are delivered to this alternate journaling mailbox as attachments in a Non-delivery reports (NDRs). When the journaling mailbox becomes available again, you can use the Send Again feature in Outlook to resubmit the journal reports for delivery.
