If a radio station has limited news staff and most of the programming is syndicated or voice-tracked, how will you best serve your audience if an earthquake strikes, a record breaking blizzard or snowstorm hits, or there's a fast moving tornado, fire, flood, toxic spill, or a crazed gunman active at a local school?
