You can choose to audit the rule with a severity of Low, Medium, High, Not specified, or do not audit the rule. Auditing the rule ensures that the rule will appear in reports and message traces; setting the rule to not audit means you will never see any evidence in exchange logs or reports as to whether the rule worked or not, which obviously has strong implications for troubleshooting.
The severity allows you to control whether or not this particular rule shows up in a particular report, as severity is an option you can filter on in reports. The severity Not specified shows up as Low in reports.
