Following dashboards
As you may be aware in Salesforce, we can follow a record, such as an account or opportunity, or other records. So, when someone changes the record value, we'll be notified of the update in our Chatter feeds and via email (depends on each user's Chatter email setting). The same is true for the dashboard; by following a dashboard, the user will be notified of updates in the user's Chatter feed.
Your admin needs to enable feed tracking for the dashboard, otherwise, no users in the organization will be able to follow any dashboard. If feed tracking is not enabled for the dashboard, you will not see the button.
