Running user
Different from reports, each dashboard has a running user defined, who will use the security settings in determining the data to display in the dashboard. If the running user is a specific user, all dashboard viewers will see the dashboard data based on that user, including data security and hierarchy. For this reason, when you create a report, you need to choose the right running user for the dashboard to show the correct data. For example, set the Country Manager as the running user for a country sales performance dashboard; this will allow all users to see the overall country sales performance.
