When an individual faces a government in a negotiation, it seems
that the government has all the power and that the individual has
very little. As we have discussed earlier, governments normally
have enormous forces at their command and are not timid in using
them to defend their interests. Does this fact mean that an individ-
ual or company on the other side of the table is totally helpless in
the face of government power? Are there no sources of power that
individuals or companies can mobilize to use for their benefit?
