IN MOST APPS, the tonal adjustments (brightness, contrast, shadows, highlights, etc.) and the color modifications (color balance, hue, saturation, lightness) you apply to a photo are usually applied globally (affecting the entire image). With some apps, you can also apply these adjustments locally, or to a selective area of the photo. This gives you a great deal of control over sculpting the light and shadow of the image to portray the scene as you envision it—either re-creating it as you saw it or taking the image in an entirely different direction.
