This command enables traffic shaping on a Frame Relay subinterface.
Traffic shaping means that the interface estimates the available
bandwidth on the link when it receives BECNs (backwards explicit
congestion notifications). The bit-rate
parameter is optional and specifies the lowest bit rate (in kbps) at
which traffic is shaped.
