However, for every one instance of an operation that can justify the cost of acquir-

ing a business rules engine (both the purchase price and the cost of integration) there

are many smaller operations that simply do not have the funds required. For

these operations the only choice is to build a rules engine or do without. Smaller

organizations, and even larger ones, tend to have simpler applications, or even

complex ones that are not mission critical. If these applications require rules

engine functionality, it is very difficult to make a case to purchase a commercial rules
