How many large government projects (those costing tens of millions, if not billions, of dollars/euros) finish on time and on budget, and deliver all the promised benefits? Take a minute to think about this. Or take as long as you like; your answer will still be zero.

Think of large project disasters such as the California High Speed Rail that was intended to whisk Californians from Los Angeles to San Francisco in less than three hours.
