Using Playback Speed as an Effect

Video playback speed acceleration is one of my favorite effects because the faster motion adds a comic look and provides a nice break from the normal video. For example, in the birthday video, I might double the speed of the clip of the kids and parents walking down the stairs from the third-floor playroom to the downstairs dining room and match it with fast background party music, perhaps a salsa beat or some steel drum island music.

Note that changing the background audio isn't really optional. That's because when Movie Maker adjusts video playback speed, it also adjusts audio playback speed, usually distorting it beyond use. For this reason, you'll usually have to mute the Audio track and add your own background ...
