Step 3: Download the OracleAS PDK

The OracleAS PDK contains a set of portlet-building APIs that you can use to create programmatic portlets. If you are considering using Oracle JDeveloper to build and create portlets, you should install the development kit as part of your application server install. If this is not available to you, you can use the APIs locally by downloading the PDK from the URL listed in the preceding section and by installing it into a local OC4J instance that you can use to run and test your applications. For more information on this, see http://www.oracle.com/technology/products/ias/portal/html/installing.pdkjava.v2.html.
