• time frames and schedules: any changes to the overall schedule or

to key milestones within the schedule should be subject to project

board approval;

• exceeding or likelihood of exceeding project tolerances: in respect of

budget, schedule or quality, the tolerances stipulate the allowable

deviation before the project board must report to programme

management and, in the case of budget implications, those making

investment decisions (which will be discussed shortly). Movements in
