Business case development (including procurement strategy)
This phase of the lifecycle is sometimes split into the separate phases of
business case development and procurement strategy. However, the
business case cannot be developed in isolation of the procurement
strategy since the chosen procurement model is likely to have an impact
on basic parameters of the business case such as risk allocation and
schedule. Different procurement models encourage different risk alloca-
tions and this in turn has an impact on the costing of the individual
options. For this reason the two activities occur broadly concurrently.
