Bottlenecking
This is a concept you must keep in mind to ensure you are able to use all your PC components at their maximum potential. When one component holds back the entire system from delivering its maximum potential as per capability, that component is said to be creating a bottleneck.
An example of a CPU bottleneck would be using an older-generation CPU with a current-generation GPU. However powerful the GPU may be, you cannot perform your GPU computing operations productively because the old CPU will hold it back, as it is not capable of facilitating the GPU with the necessary operations.
Similarly, an example of a GPU bottleneck would be using an older-generation GPU with a current-generation CPU.
