Prior to the very recent Luminous release of Ceph, the FileStore backend was the only one officially supported. With FileStore, OSD data is stored in a structured directory hierarchy within an XFS, EXT4, or even Btrfs filesystem. This leverages years of maturation in the codebases of those filesystems, and Ceph's developers were able to concentrate on other parts of the overall system. Over time, though, and as Ceph deployments became larger, busier, and more widespread the limitations of conventional filesystems—especially EXT4—have increasingly become a thorn in the sides of Ceph developers and admins.
