In Safari, you can make a web location file that will take you to a specific web page. There is a tiny icon that appears in the location field, directly to the left of the web address, shown circled, below. Drag that tiny icon and drop it in the Dock (on the right side of the dividing bar), onto the Desktop, or into any folder. This creates a web location file, shown below.
If you dropped the icon in the Dock (shown below), single-click it to open that web page.
