The ISO setting determines the sensitivity to light of the sensor in your camera. The actual sensor doesn’t change, but you can control how much the information captured by the sensor is amplified. The more the information is amplified, the less light is needed to make a proper exposure.
The higher the ISO, the less light is needed. The downside to increasing the ISO is digital noise. The higher the ISO, the more the signal is amplified and the more digital noise is introduced in the image. Digital noise is unwanted spots of color and variations in brightness that can show up in your images.
