It is important to recognize that the algorithm that we just sketched only pertains to those
cases where the AP actively transmits beacons. For those cases where the AP does not
beacon, only active scanning will be useful, thereby rendering SyncScan irrelevant. For this
algorithm to work well in an environment with a large number of access points, it is important
that some other criterion such as minimum security level or QoS capabilities be used to help
winnow the list of APs from all APs that are beaconing to a smaller list of APs that are truly
