assume STA B is associated with an AP Y on channel 6 and is reporting marginal signal
strength, and our roaming STA A currently associated with AP X on channel 11 has learned of
the presence of a third AP Z on channel 1 through 802.11k. STA A by itself cannot know the
location of AP Z because it cannot yet obtain a signal from AP Z, but it can know that location
by using information relayed via 802.11k. To be clear, since we treat exclusively infrastructure
mode in this book, STA B does not communicate the RSS information ...
