Under the hood, vSphere HA is a Fault Domain Manager (FDM). FDM leverages the concept of master and slave, that is, in a given cluster, there is an elected master that monitors the health of the other hosts in the cluster and also communicates the status with the vCenter. When the enable HA operation is initiated, each host in the cluster goes through a preparation state of activating an agent and enabling communication across the agents. The host that has the most numbers of datastores accessible wins the race to be the master.
