It's worth its weight in gold, in terms of what it allows me to do.

一般的な思い込みとは異なり、W3C（WorldWideWebConsortium）
は標準を「作って」いるわけではありません。W3C は利害関係者が集まる
フォーラムであり、実際の活動はW3Cの作業グループで行われます。もち
ろん、W3C は単なる傍観者ではなく、基本的なルールを定めるとともに
標準化のプロセスを監督しています。ただし、（主に）仕様を執筆してい
るのはW3C のスタッフではありません。
CSSの仕様は、 CSS作業グループ（CSSWorkingGroup ＝ CSSWG と略
されることもよくあります）のメンバーによって作成されています。本書
執筆時点では、 CSS 作業グループには 98 名が参加しており、その内訳は
以下のとおりです。
作業グループのメンバーのうち 88 ％という大多数が、 W3C に加入して
いる企業によって占められています。これらの企業には、ブラウザベン
ダーや著名な Web サイト、研究機関、その他一般のテクノロジー企業な
どが含まれており、それぞれが Web 標準の普及に関して利害関係を持っ
ています。W3Cにとっての収入の大部分は各企業が納める年会費であり、
仕様は無料かつオープンに公開されています。一方、このような収入源を
持たない他の標準化団体では、仕様が有償で公開されることもあります。
