direct actions of people. Examples are labour disputes
(strikes), shutdowns due to administrative decisions (stock
exchanges shutdown at panic) and so on.
The categories of causes should be based on common sense
and where appropriate, a pragmatic approach used.
An organization’s tolerance to both planned and unplanned
outages will vary depending on the nature of individual
processes. As the need for a zero outage tolerance (planned
and unplanned) increases, additional effort should be made to
ensure that potential causes of outages are identified and
covered by contingency measures.
