ing on the consequences of the crisis (rather than its cause), it
will be apparent that there are many common factors. Plans
dealing with consequences will hold across a broad spectrum
of potential risks, with three main exceptions:

The nature of each type of threat does need to be consid-
ered, in case there are specific considerations that need to be
taken into account.
•
The plan should always cater for the worst case scenario.
•
The plan does need to be flexible. There are no rules gov-
erning the way in which a crisis will actually take place, or
the level of its impact.
