Shepherd the Proposals
Problem: Feature owners deal with the process infrequently, so they skip steps or leave off information.
How well do you remember the steps of a process you rarely do? Not well, right? That’s true for most people. Getting through a process smoothly requires familiarity and experience. So name one or several “feature wranglers.”
These aren’t gatekeepers so much as shepherds. You don’t necessarily give them the ability to approve or reject proposals, but they are responsible for moving the proposals through the process. As the program manager, this will probably fall to you by default. But you can delegate this duty.
