AT A MONTHLY MEETING OF THE CLINTON COUNTY SCHOOL
Board, chairman Rodney Smith made a seemingly innocuous re-
quest. ‘‘From now on,’’ he announced, ‘‘I’d like you all to keep
track of every conversation you have with the public about
school business, and summarize it in a written report, which I’d
like you to e-mail to me at least two days before every meeting.’’
The group had been discussing a parent’s complaint that had
been misplaced and forgotten. Now the parent was angry that
