This last solution was remarkable because it came from the people
that operated the unit to be dismantled, a longstanding team that
enjoyed the highest morale and camaraderie in the organization.
According to Ms. McCallister, the results were phenomenal. The
staff cooperated fully with the draconian changes recommended by
the committees. Although they had resisted and grumbled about
much milder measures in previous summers, this time they even vol-
unteered to work extra shifts to make up for short staffing.
