The resource being guarded must be continually monitored and care taken that false positives are minimized.
Connectivity and uptime should be polled via some meaningful method. Simply pinging a host isn't reliable since too many routers deny ICMP by default. DNS providers that provide failover enable various mechanisms to fine-tune this, such as minimum thresholds, variable polling intervals, and send/expect dialogs.
Open source packages, such as nagios or sensu, can be employed and then integrated with various methodologies to dynamically update a subject zone (after all, failover DNS is really a type of an enhanced dynamic DNS use case).
