The magic bullet to achieving 100% DNS availability is to use multiple disparate DNS providers, not just individual nameserver deployments.
At easyDNS, we've had more than our fair share of DDoS attacks, some causing severe DNS impact, and for the most part, we've been able to sustain end user availability to our control panel throughout them. This at least gave the customers the ability to update their delegations and sidestep the outages.
We do this by using three separate DNS providers for our own domain's DNS, and then our own Nameservers failover system to automatically switch our delegation if one set of nameservers fails. This is different than hostname failover in that it happens at the nameserver level, ...
