This step is spelled out here because I've seen it happen personally (being woken up in the middle of the night by somebody wondering, "Why isn't our failover working?!?"), so apparently this isn't so obvious that it doesn't need to be mentioned.
Similar to how merely designating a backup mail spool in your MX settings does not magically convey spooling privileges for your zone on that host, enabling failover at your DNS provider does not magically make it stand-by-ready to your failover device. You have to actually set that up ahead of time, and then it also needs to be monitored so that it will only be swapped into production if it's in a ready state.
