In the Photos app, when you tap on a photo, and then tap Edit at the top right, you’ll see that the Exposure adjustment is the first edit icon beneath your photo after the Auto icon because it controls the overall brightness of the photo. Apple figured this was probably going to be the most commonly used edit icon, so they put it first (well, first, if you don’t count Auto, which is actually first, but that’s an auto adjustment, so I guess Exposure is second).
