Preview is the Mac’s highly capable image viewer, and it also displays PDFs. You’ll find it within the Applications list of Finder. But that’s just the start of its abilities when it comes to these document files. Several tips are listed here, but see also the longer Tip 356, Add Your Signature to Docs.

Preview has reasonably sophisticated annotation facilities built in that you can use to add notes or markings to a PDF. Look under the Tools→Annotate menu. Once you’ve made a selection, click and drag anywhere on the page to add the annotation.
