In der Nationalversammlung (NV) standen das RWM, dessen Personal, Organisation und Aufgabenbereich erstmals am 27. Oktober 1919 zur Diskussion. Die parlamentarische Beratung des Haushaltsentwurfs für das Ministerium eröffnete der DDP-Abgeordnete Dr. Wilhelm Böhmert429. Zu Beginn seines Berichts ging Böhmert kurz auf das ungewöhnliche Ausmaß an organisatorischer Umstrukturierung ein, welches die im Sommer/Herbst 1917 neu geschaffene wirtschaftliche Zentralbehörde des Reiches in der kurzen Dauer ihres Bestehens durchlaufen hatte:
