Perhaps one the most successful uses of GIS has been the advent of com-
puterized mapping of criminal hot spots. Most of the very large cities in
the United States use some kind of mapping system.
Not all CompStat systems involve the use of GIS. For example, the
city of Philadelphia appears to use CompStat in its format of a scrum-
like (scrum is a high-speed, high-intensity form of project management)
review activity, with the emphasis on a solution to the immediate prob-
