Scripts
This is not technically a tool but rather a technique for making phone-based social engineering more effective. Since a phone gives the social engineer a single chance at convincing a target to do something, it helps to have what you are going to say already laid out. This is where scripts come in handy. By simply writing down the things to be mentioned to a target, the attacker has somewhere to refer to, to ensure that the attack is going as planned. The script should not be fixed, it should be fluid enough to allow the social engineer to make some minor adjustments depending on the responses given by a target.
