Defining Performance
The design of performance systems begins with a focus on defining
the results (i.e., performance) that will guide subsequent decisions.
From analyzing the strategic plans and aligning performance objec-
tives to defining results criteria and selecting appropriate perform-
ance assessments, Section One presents tools, techniques, proc-
esses, and procedures for ensuring that all performance improve-
