By now, you will have wondered why we used cf restart instead of cf restage as advised in Figure 8.
cf restart will request a Diego cell to take a compiled droplet, unpack it, and run it in a container. A restart is only necessary when an application needs to re-run to take in the new configuration and it should be used in situations where a service is bounded to an application for the first time, or if there is an update to the cf env environment variable.
