There is an important side-effect that must be made clear here. We've learned that restarting an application only re-uses a cached droplet that already has an associated buildpack, pulled in dependencies, frameworks, and various environment variables. Unless we perform a restage, which rebuilds the droplet. What this tells us is that if we changed a buildpack in any way using any of the preceding commands, we would still be able to run an application that is already deployed on Cloud Foundry because it is using the cached droplet. It is only when we perform a restage on that application, that new changes will be applied via the rebuilding of the droplet.
