SCOM have Active Directory Management Packs and DNS Management Packs which monitor the application level health events. OMS has modules which evaluate the health and security of the Active Directory environment and the replication health. If organizations have these tools configured, they provide real-time data about the AD health, and also, if there are any issues detected, they provide guidelines on how to fix them (OMS AD assessment).
