The Dock is at the bottom of each Home screen and the apps located in it are available no matter which Home screen you happen to be looking at. Apple placed the ones there that they thought you would want to have available at all times. For example, the Phone app is there and that makes sense. After all, the iPhone is a phone. But, I like to have access to more than just four apps from any Home screen, so I created a “Productivity” folder in the Dock containing 12 apps that I use regularly. Now I have a total of 15 Apps in my Dock that I can access no matter which Home screen I happen to be on.
